ABOUT US

Steven D. Sandbrook, CMSP 

President & Owner 

Steven D. Sandbrook is a Certified Mine Safety Professional with a Bachelor of Science Degree in Mine Safety Management and over 30 years of experience in mine safety and regulatory compliance. His experience includes working as a safety professional in surface and underground mining operations. Early in his career he was responsible for the development of training materials with respect to the Mine Safety and Health Administration (MSHA) as well as performing air balance, methane, noise, dust, and heat stress surveys. Later in his career, he was responsible for the development and implementation of safety procedures and policies, and training materials with respect to MSHA. He later performed safety and loss audits with follow up corrective engineering control studies and design. He also prepared State and Federal environmental emergency response plans.

 

Presently, as the President of Eagle Mine Safety, located in Nazareth, Pennsylvania, Mr. Sandbrook is responsible for the development and implementation of safety procedures and policies and training materials with respect to MSHA and Occupational Safety and Health Administration (OSHA) federal regulations. In addition, he currently performs noise, dust (respirable and non respirable), heat stress elimination, ergonomic and process safety surveys for the mining industry. Additionally, Mr. Sandbrook evaluates incidents occurring in surface (quarries) and underground mining operations to determine the nature and cause of their occurrence. Specifically he evaluates mine and quarry operations, accessibility, guarding, safety, and compliance with current State and Federal regulatory agencies.

SELECTED EXPERIENCE

SAFETY  MANAGEMENT:

  • Developed and conducted safety training with respect to MSHA, OSHA, DOT, ATFE and EPA federal regulations.

  • Performed HAZMAT / HAZWOPER assessments & training.

  • Performed industrial fire prevention and protection studies.

  • Performed safety and loss control audits with follow-up-corrective engineering control studies and design.

  • Performed incident investigations with root cause determinations and follow-up corrective action control.

  • Trained Supervisors and Safety Teams in Advanced Incident Investigation Techniques to determine Root Causes in order to develop remedial measures to prevent incident reoccurrence.

  • Developed and implemented Total Quality Management (TQM) principles to maintain an environment of continuous safety improvement.

  • Coordinated safety efforts between state department of transportation (PA, NJ, NY, AZ, NV, MD& UT), subcontractors and company construction crews for small, medium & large road construction projects.

  • Chaired numerous Safety Committees (Federal, State, Private/Publicly held corporations).

  • Developed fleet safety procedures for trucking of construction materials and supplies.

  • Assisted mining operations in quarry development, physical plant layout & portable operations to increase production while reducing potential loss incidents.

  • Developed various safety manuals and handbooks based on established Federal Regulations, sound management practices, efficient production principles and common sense.

  • Developed and implemented various contractor safety programs.

  • Developed and implemented more efficient emergency response and incident notification procedures.

  • Developed and implemented Behavioral Analysis and Modification programs for the mining industry.

  • Have supplied Expert Witness support for both plaintiffs and defendants with respect to mine safety issues.
